Are you sure about the SACO part? I didn't know Sandy Berman had ever worked with or through the Subject Authority Cooperative Program. He doesn't mention them anywhere on his website.

Sandy sends letters to Barbara Tillett suggesting headings, and copies people including me. The above is taken directly from one of his missives. He may not work with SACO exactly, and forgive me if I misspoke in my ignorance as an amateur cataloger.
Sandy is not currently employed by a library so he wouldn't have the credentials I don't think--though you surely know better than I--to fill out the form, and he does not go online anyway.

Wow. I had no idea these terms (or even the concepts) were officially recognized by anyone. Fascinating and useful! I wonder if "Information overload" could also be a BT (though I didn't look to see if it's even in the LCSH).
