Fair use (Copyright) is not a new LC subject heading. It was established 47 years ago, in 1961. The reason it appears on this weekly list is that a new "used for" and a new "related term" reference are being added to it. Changes to existing headings are shown on the weekly lists by asterisks before the added or changed fields.
